Supreme Administrator (SAISO) & Supreme Field Marshall (SFMISAF)
They have supreme Military and Executive power, but they have and are always meant to discuss with the Supreme and Omnipotent Council (144) (SOCIS) for the majority of choices. The SOCIS is divided into the following branches: Political Advisory (32), Advisory (21), Geopolitical Strategy (64), National Representation (12 one for each point of the star), Military Execution (14).
The SAISO (title for political power) and/or SFMISAF (title for military power) is the supreme ruler of Intel-Sigma.
They are appointed by the previous SAISO, but the choice will only be revealed at the time of death of the previous ruler.
They can be elected at any age above 28, any religion, country of origin and gender, and their rule lasts until they die, with no exceptions.

Supreme Administrator Requisite Trials (SART)
Before "ascending" to office, a SAISO must be verified to pass certain criteria. In the event that no SAISO candidate passes the SART, the SOCIS must elect one from their own. This is an emergency measure that has not and should not be taken unless necessary.
The Prerequisites are:
- - No allegiance to enemy military organizations, most of all Omega-Epsilon
- - An IQ and EQ equal or higher to 100
- - B2 Knowledge of the Jijeom and Areulan Languages
- - Not being psychopathic, sociopathic or psychotic
- - Basic knowledge of all global cultures, religions and customs
